전주시 노동빈곤층의 사회적 연결망

Social Network of Working Poor in Jeon ju City

최근 빈곤 문제가 갈수록 심각해지고 있다. 그런데 최근의 빈곤은 단순히 경제적 결핍만으로 설명될 수 있는 것이 아니라 좀더 복합적인 원인이 빈곤과 관련되어 있음이 제기되고 있다. 이에 따라 제기되고 있는 개념이 신빈곤, 사회적 배제이다. 이러한 개념들은 빈곤의 구조화와 재생산 과정에 초점을 두고 있다. 그런데 이러한 개념들은 빈곤 문제의 접근에 있어서 사회자본 개념을 유용하게 적용할 수 있다. 본 연구는 전주시 노동빈곤층에 대한 심층면접자료를 활용해 빈곤층의 사회적 연결망을 알아 보고자 했다. 분석 결과 빈곤층의 대부분은 사회연결망 자체가 부재하다시피 한 것으로 나타났다. 그러나 그 부재 속에서도 몇몇 사례들은 비록 빈곤을 탈피할 수 있을 정도까지는 도구적 행위를 통해 자신에게 좀더 유리한 사회자본을 형성해나감을 발견할 수 있었다. 이는 사회구조의 하위부분에 위치할 경우 목적의식적인 도구적 행위를 통해 사회자본을 향상시킬 수 있음을 확인한 것이라 할 수 있으며, 한편으로는 향후 정부의 빈곤 정책이 빈곤층 개인(또는 가구)의 경제능력 향상에 목표를 두는 것도 중요하지만 사회통합의 측면에서 접근할 필요가 있음을 시사 한다고 보겠다.

Recently, poverty problem is more and more seriously. Then, it is assered that poverty in recent isn’t explaned by only economic deficient but connected with more complex cause. In this situation, asserted notion is new poverty and social exclusion. These notions are point of process of structuration and reproduction of poverty. By the way, these notions give usefulness to explan about poverty problem through social capital. This study clarifys social network of the poverty that make use of depth interview survey about working poor in Jeon Ju city. Through the survey, this study analyzed the poverty have hardly social network. However although most cases have hardly social network, some of them are founded that make of profitable social capital through instrumantal action. This analysis proved that actors located at the bottom of the hierarchy increase social capital throuh instrumantal action, and suggest that social capital increase is no less important than economic ability increase in purpose of poverty policy of government.
