대구·경북지역 계회의 현재화와 지방정치의 실종

Actualization of ‘Gyechu’ and Disappearance of Local Politics in Daegu·Kyungbuk

대구•경북지역은 다른 지역과 달리 보수정당에 대한 주민들의 집합적 지지 편향이 강하다. 지역주민이 공유하는 보수성과 배타성, 강한 연고주의는 혈연•지연•학연으로 연결된 인물에 대한 강한 신뢰와 친숙한 집단의 결속으로 표출되어 다양한 사회관계에서 배제의 원리로 작동한다. 이것이 선거에서는 지역을 대표하는 것으로 간주되는 특정 보수정당에 편향적 지지로 작용한다. 다른 한편 대구•경북은 선거에서 중앙정치가 조작한 영호남 대립의 지역주의가 지역을 정치적 배후지로 둔 특정 보수정당의 일당지배를 만들어내고 있다. 사실상 지역주의의 여파로 지역에는 한나라당 이외에 다른 대안 세력이 형성되어 있지 못하다. 이에 따라 지역에서는 지역주의가 연고주의와 연계되면서 선거 때마다 보수정당에 대한 지지 편향이 반복되고 있다. 그 결과 야당의 견제와 시•도정에 대한 감시 기능이 부재하는 상황에서 지방정치가 실종의 위기를 맞고 있다.

Unlike other regions, Daegu•Kyungbuk’s resident population have a strong bias for conservative parties in elections. Conservatism and exclusivity, strong connections that are shared by local residents, strengthened solidarity for the familiar group and strong trust in person who associated with blood relationships, regional relationships, old-boy network, then operated the principle of exclusion in relation to various social networks. This affected on biased support conservative parties that regarded as regional representative in elections. On the other hand, Daegu‧Kyungbuk regionalism that manipulated by political centre at each election, were under the domination of conservative parties which have this region at their background. More than twenty years, no one was not elected in other parties above the political Party ‘Hannara’. Conservative political bias has been repeated at each election, in consequence of interactions between the regionalism and the connectionism. In conditions without monitoring and observing of the opposition party, local politics are in crisis of disappearance.
