한국의 비영리자활지원조직 등장에 대한 분석

Analysis on the Appearance of Nonprofit Self-Support Promotion Organization in South Korea

1990년대 후반 이후 한국에서는 빈곤 문제를 해결하기 위한 비영리조직들의 대응이 활발하다. 이들의 활동은 빈곤층의 ‘자활’에 초점을 두고있는데, 이는 다음과 같은 의의가 있다. 첫째, 노동 연계복지 및 제3섹터의 확산과 관련있다. 둘째, 활동을 통해 빈곤층의 사회자본을 함양시킨다. 본 연구는 비영리자활지원조직을 제3섹터로 규정하고 그 등장에 관한 규명을 수행한다. 통상적으로 제3섹터의 등장에 대해서는 정부실패/시장실패, 사회적기업가의 공급, 비영리조직에 대한 소비자의 신뢰 등을 원인으로 한다. 그러나 본 연구는 이러한 접근이 서구복지국가에 적합할뿐 보편성을 지니기는 어렵다고 판단하고 거시구조요인과 미시동원맥락에 대한 분석을 시도하였다. 이를 통해 한국의 비영리자활지원조직은 1990년대 후반이라는 우리 사회의 특수한 상황-경제위기와 정권교체- 과 오랫동안 도시빈민운동에서 형성된 미시동원맥락이 기초가 되어서 출현했음을 드러내었다.

Since the late of 1990s Nonprofit Self-Support Promotion Organizations in South Korea cope with poverty actively. These make much importance of self-support of the poverty. Work of these is significant as follows. First, It is related to workfare and spread of the third sector. Second, Work of these contributes to increase of social capital. This study defines Nonprofit Self-Support Promotion Organization as the third sector, and then proves appearance of it. Generally theories on the third sector attributes appearance to ‘government failure/market failure’,‘supply of social entrepreneurs’, ‘trust of consumer on nonprofit organization’. However those difficult to apply universality because that those are profer to explane on western welfare state. Then, this study made an attempt to analysis about macrostructure factor and micromobilization. Research result suggest, special situation of the late of 1990s-economy crisis & political regime change- as macrostructure factor and urban poverty movement group as micromobilization operate upon appearance of Nonprofit Self-Support Promotion Organizations in South Korea.
