강원 폐광지역 지역사회운동조직의 형성과 분화

The Formation and Differentiation of the Social Movement Organizations in the Disused Coal Mining Areas in Gangwon Prov

본 논문은 강원 폐광지역 지역사회운동조직의 형성과 분화를 분석한다. 특히 폐광이후 지역의 생존권투쟁과정에서 연대조직이 어떻게 형성되었으며, 그 후 어떠한 계기들이 지역운동조직의 분화를 가져왔는지에 주목한다. 본 연구가 연구대상으로 삼고 있는 운동조직은 크게 둘로 나뉜다. 하나는 폐광지역 전체의 연대조직인 ‘광산지역주민협의회’이고, 다른 하나는 지역의 분화된 운동조직들인 태백생명의숲, 태백자활후견기관, 철암세상, 태백시민연대이다. 본 논문에서는 이들 지역운동조직의 설립배경, 주체와 동원구조, 활동내용과 행위전략, 그리고 딜레마들을 분석하여 각 운동조직들이 나아갈 방향을 진단한다.

This paper explores the formation and differentiation of the social movement organizations in the Disused Coal Mining Areas in Gangwon Province (DCMA). Especially, this paper is central to the way solidaric social movement organizations in DCMA are formulated in the struggles of winning the right to live, and the sequence regional social movement organizations in Taebaek are differentiated. The regional social movement organizations that this paper makes researches are divided into two parts: the one is the Inhabitants’ Council in DCMA(광산지역주민협의회) as a solidaric organization in DCMA; the others are the Forest of the Life at Taebaek(태백생명의숲), the Office for Supporting the Poors at Taebaek(태백자활후견기관), Cholam World(철암세상), and Taebaek Civil Action(태백시민연대) as the differentiated organizations in Taebaek. This paper analyses historical backgrounds, movement subjects, mobilization structures, action strategies and forms, and dilemmas of these regional organizations. Finally, this paper discusses the positively-oriented directions of these regional organizations.
