원주지역 의료기기 클러스터의 형성 과정과 특징

Social Formation of Medical Cluster in Wonju Area

본 연구는 의료기기 산업의 기반이 거의 없었던 원주 지역이 지난 10여 년 동안 한국의 주요 의료기기 관련 산업을 구성하는 인적자원과 조직 네트워크의 중심 지역으로 빠르게 성장할 수 있었던 과정을 역사적 측면과 혁신 네트워크 형성이라는 두 측면을 통해 접근하고 있다. 본 연구에서는 우선 원주지역 의료기기 클러스터의 지역적 위상과 성장 과정을 살펴본 다음, 원주지역 의료기기 혁신 클러스터의 현 상황과 문제들을 대학-산업체-지자체를 중심으로 형성된 조직적 네트워크와, 지역 대학들을 중심으로 역동성을 이어가고 있는 인적자원 네트워크 형성이라는 두 차원에서 접근해 보고, 새로운 지역의 혁신 네트워크가 사회경제적 역동성을 생산하는 데 필요한 과제들을 제시한다. 원주지역 의료기기 클러스터의 지속적인 발전을 위해서는 단일 리더십에 의한 집중성과 통일성이라는 성공 요인에 의해 자칫 빠지기 쉬운 폐쇄성의 도전을 극복하고, 보다 개방적인 협력과 경쟁을 통해 클러스터의 역동성을 확장시켜 가는 것이 주요한 과제가 되고 있다. 다른 한편 지역적 차원에서는 인적 자원의 정주를 위한 제반 생활 여건을 확충하여 지자체, 기업 인적자원의 선순환의 사이클을 발전시키는 것이 중요하다.

This study is a trial to approach the distinguished social factors contributing one of the fastest growing industrial cluster in Wonju area. The initial growth of Wonju medical cluster displays how close cooperation among small companies, local government and central government, and university could contribute for the successful development of local industrial cluster. In this paper, the author tried to highlight the way for development through the combined interactions among historical factors, human and organizational networks. During this processes, university has always played the central role as the core institution of industrial cluster by providing human resources, social networks, and resource mobilization from outside environment. While Wonju medical cluster has been growing as one of the most promising industrial region, it has to overcome its own success factors in order to spring into a more advanced industrial cluster. Strong dependence on a clear and unified leadership and social networks may have to be combined with a more open market and human networks in order achieve sustainable development One the other hand, local government have to do their own role as a provider of public goods for the human resources, such as convenient living arrangements, and educational environments.
