Busan, the City of Culture: Assessment and Prospect

부산은 1970년대까지 신발, 섬유 등 수출주력산업이 지역경제의 근간을 이루고 있었으나, 이후 이들 제조업의 쇠락 또는 역외 이전 등으로 극심한 경제침체를 겪고 있고, 물류나 항만 이외의 새로운 산업 부문이 생성되지 못하고 있는 실정이다 그러나 최근 들어 특히 영상문화도시로의 새로운 발돋움을 위해 노력하고 있는 중이다 이러한 사정은 문화도시로서의 새로운 부산발전이라는 과제가 부여되고 있음을 말해주는 것이다. 이와 같은 문제의식 아래 이 글에서는 다음과 같은 연구목적을 설정하도록 한다. 첫째, 문화도시에 관한 기존의 선행연구들을 간략히 살펴보고, 둘째, 이를 통해 바람직한 문화도시발전전략 모델을 제시하고자 한다. 셋째, 부산시의 주요 문화정책을 살펴보고 이것이 지닌 한계점에 대해 살펴보도록 한다 끝으로, 이를 통해 보다 현실적인 부산시의 문화도시 발전전략에 대한 정책적 제언들을 토론하게 될 것이다.

In Busan, the key industries in export such as footwear or textile make up the foundation of local economy until 1970’s. However, those manufacturing industries have been depressed or relocated out of the area after then, so the economical status in Busan has shown an extreme downward trend. What’s worse, there are no longer new sector of key industries except the physical distribution or harbor industry. But recently, Busan is pulling out all the stops to save local economy especially to “Cineport Busan". The situation like this suggests that the urgent problem for new development of Busan as the cultural city is given to us. On a critical mind for this situation, This writing sets up the following purposes. At first, It tries to examine the preceding researches briefly. Secondly, It will present the proper strategic model for the development of cultural city with former discussion. Thirdly, It tries to inspect the major cultural policies in Busan and their limitation. Lastly, It will synthetically discuss the politic proposals for strategic model for the development of cultural city in Busan.
