Local Governance and Community Revival Movement: Case Study of ‘Civil Movement for the Traditional Korean Culture-Based City, Jeonju’

‘공동체 조성과 복원을 통한 지역활성화 전략’은 가능할까? 그것은 현재의 ‘삶의 터전’을 공동체적 정의와 가치에 부합하는 방향으로 개선해 낼 수 있는 실효성 있는 사업모델을 개발해 낼 수 있느냐의 여부에 달려 있다. 이 모델은 ‘주민들의 삶의 질 항상’과 ’참여민주주의 훈련 및 학습의 제도화를 통한 공동체적 삶의 복원과 재생’ 이라는 이중적 목표 달성을 지향한다. 양자 어느 쪽으로 해석하든 ‘지역단위에서의 바람직한 인간적 삶의 구현’을 목표로 삼고 있다는 점에서 이 것들은 ‘휴먼웨어 (human ware)’ 사업이라고 규정될 수 있을 것 같다. 휴먼웨어 사업의 개발을 통해 지역사회를 ‘살기 좋은 공동체’로 만들려는 대표적 주민운동이 일본의 ‘마치즈쿠리’(마을만들기) 운동이다. 다양한 휴먼웨어 사업 중 가장 선호되고 있는 모델이 지역 나름의 고유한 문화자산과 생태적 환경을 활용해 지역활성화 달성해 보고자하는 지역혁신모델이다. 이것은 ‘산업 중심의 지역발전모델, 즉 산업형 지역혁신(RIS/ regional innovation system)모델’과 대비된다는 점에서 ‘문화(생태)지향형 RIS 모델’이라고 명명해도 무방할 것이다 현재 우리나라의 거의 모든 지자체들은 후자의 세부 실천사업을 찾기 위해 혼신을 다하고 있다. 본 연구는 문화생태지향형의 RIS 모델의 유형과 의미를 살펴보고 그것이 실효성 있는 지역활성화 전략으로 작동하기 위해서는 지역단위의 ‘공동체 운동에 기초한 거버넌스 체계’ 구축이 중요한 조건이라는 점을 밝히고, 또한 강조하기 위한 것이다. 이를 위해 필자는 현재 전주시가 추진하고 있는 전통문화중심도시만들기’ 공동체 운동을 사례분석 대상으로 삼는다.

Is the local developmental strategy through community rebuilding and restoration possible? It depends on whether we can find an effective way(or model) to develop a practical program that can improve the basic condition of local life, coinciding with the idea and value of communalism. Basically, the purpose of this developmental program is to attain the dual objects: i) enhancement of local citizens’ quality of life and ii) institutionalization of training and learning of grass-roots democracy through restoration and revival of traditional community life. Either way, it is possible that this type of task is defined as a ‘Human Ware' developmental program, because those objects aim for the embodiment of desirable human life in local unit. “Machizkuri" in Japan is one of the representative civil movements, trying to create a livable community through the development of ‘Human Ware' programs. One of the most preferred Human Ware programs is the regional innovation strategy to achieve local activation by utilizing its own cultural assets and ecological environment. This can be called as ‘Cultural-Ecological RIS(regional innovation system) model, because it contrasts with the industrial RIS model, which focuses on improving the developmental level of local area through the industrial growth policies. Nowadays, almost all local governments in Korea are doing their best to follow the former part of developmental policies . This paper tries to examine the various types of the cultural-eco logical RIS model and their meanings and emphasizes that the local governance system and the effective civil movement for setting up this model are very important conditions of the socio-economic development in the local area. In doing so, ‘Civil Movement for the Traditional Koran Culture-Based City, Jeonju’ is used as a case study.
