Strategy of Local Governance through Culture: Focusing on ‘Making Cultural Community in Town' Project in Seongnam City

한국 사회에서 지방(local)은 새로운 변화에 직면하고 있다. 지방은 1987년 이후 민주화의 성과물로 실시된 지방자치제로 인한 지방화와 정보화와 맞물린 세계화라 불리는 전지구적 자본화라는 서로 이질적으로 보이는 사회환경의 변화가 동시에 일어나는 현장이다 이러한 시기 지역의 문화를 통한 발전전략은 세계화， 민주화 정보화라는 사회환경의 변화에 대응하는 매우 의미있는 시도 중에 하나이다. 이러한 전략은 기존의 관리 양식으로는 수행이 불가능하기 때문에 새로운 관리의 양식으로서 지역의 문화거버넌스 구축 전략이 필요하다. 이러한 거버넌스 구조는 공공， 민간， 제 3부문의 행위자들이 협력과 조율을 통에 위계와 시장을 넘어서는 네트워크적 구조의 관리(통치) 양식이어야 한다. 본 연구에서는 이러한 네트워크적 파트너쉽이 중심 되는 지역의 문화거버넌스의 의미를 탐색하고， 그것이 지역에서 실제로 구현되는 사례로서의 성남시의 ’우리 동네 문화공동체 만들기’ 사업의 구조를 살펴보았다. 성남지역의 사례를 통해서 보면 지역의 문화를 통한 거버넌스 구축 전략은 위계성을 넘어서는 수평적 네트워크 구조를 이루려는 시도가 이루어지는 등 매우 의미 있는 성과가 도출되고 있지만 한편으로는 행정 절차의 간소화， 장소성의 고려， 열린 소통 구조의 필요성 등의 한계도 제시되고 있다 하지만 행정 기관을 중심으로 하는 보다 열린 네트워크 구축을 시도 한다면 지역의 새로운 관리양식으로서의 거버넌스 구축의 의미 있는 시도가 될 수 있을 것이다.

In current Korea society, local is confronting with new changes. Local is a site connected with new heterogeneous changes of social surroundings: globalization, democratization, and informationization. In this situation, cultural strategy is a matter of significance for local development and local governance through culture as a new mode of governing is requested, because the local development strategy cannot be accomplished with a existing mode of governing. This study firstly builds up a meaning of local governance through culture, and then investigates the governance structure of 'making cultural community in town' project in Seongnam city. In many aspects significant outcomes of local governance construction through culture is found in the Seongnam project. However, there are some limitations: complexity of administrative procedures, a matter of placeness, and need for more open communication. In spite of these limitations, trying to build more open horizontal network structure, local can construct local governance through culture as a new mode of governing.
