남북한의 ‘국가보훈’에 대한 인식과 그 특성 비교

A Comparison with Realization and Characteristic in National Merit Reward of South and North Korea

서로 다른 이념과 체제하에서 창설되고 변화되어 온 남북한의 보훈제도는 제도 그 자체로서 접합이 쉽지 않을 뿐만 아니라 6ㆍ25 전쟁과 장기간의 경쟁과 대립으로 인하여 보훈제도 통합과정에서 양쪽의 보훈대상지간에 심각한 반목과 갈등이 예상되고 있다. 우리나라의 보훈제도와 사회주의국가인 북한의 보훈제도는 그 체제의 성격이나 질서가 판이하기 때문에 직접 비교는 한계를 가지지만 개괄적으로 비교해 본 결과, 상호 보훈제도가 가지는 이면이나 제도의 내용 및 지원 체계 등에서 상당한 차이가 있었다. 북한의 보훈제도가 사회보장측면에서 접근하고 있고, 남한은 사회보장외에도 보상 및 예우 차원에서 접근하여 단순히 시스템 측면에서의 통합가능성에는 큰 문제가 되지 않으나 보훈이념이나 보훈대상자, 그리고 역사의식 등에서 상당한 괴리가 있다.

It is predicted that system of patriots and veterans affairs(herein after shortened as “veterans system”) which was created and changed under the influence of different ideology and political, economical and social systems is not easily consolidated due to system itself and is likely to result in serious antagonism and conflicts following the long period of division as well as the fratricidal tragedy of Korean War. Since both the systems of veterans welfare in South Korea and that in a socialist state, North Korea, are entirely different each other, there will be a limit in directly comparing them; but in a result of comparison of them on the whole, it was found out there are considerable differences in the back side, content, supporting structure, etc. of both the systems. The veterans welfare system of North Korea approaches the aspect of social security while that of South Korea does the dimensions of compensation and honourable treatment other than social security; therefore, there would be no serious, big problem in the possibility of the integration of both the systems in the simple aspect of systems themselves; and however, since there are considerable estrangements in the ideology, object, the sense or awareness of history, etc. of veterans welfare.
