This paper aims to analyze the policy process of receiving of Pilipino nurses and caregivers under the Japan-Philippine Economic Partnership Agreement. In the context of aging society in Japan with fewer children domestically and the international pressure to open the labor market the foreign nurses and caregivers are available answers to the problem. Even though there is a strong argument in favor of and against the receiving of the foreign nurses and caregivers domestically, the receiving request from the economic organizations such as Nippon Keidanren pressing Japanese government which is concerned about the foreign labor expansion and at the same time it seems to have challenging effect on the progress of the Japan-Philippine Economic Partnership Agreement. However, the policy for the receiving does not mean an opening of protected Japanese labor market; rather Japanese government is using Pilipino nurses and caregivers as the bargaining chip in the foreign trade negotiations. Nevertheless, these schemes may have long term impact on Japanese economic deal with other countries in the future.
