본 연구는 미국 보훈부에서 제공하고 있는 AAE(Automobile Adaptive Equipment) 프로그램의 내용과 전달체계를 살펴봄으로써 우리나라 자동차 이동지원 서비스 정책을 도입하는데 필요한 함의를 도출하는데 목적이 있다. 이를 위해 본 연구는 문헌조사 및 현장방문 조사를 통하여 AAE서비스 지원정책의 거시적 차원과 실제 AAE 서비스가 제대군인에게까지 전달되는 과정의 미시적 차원의 두 가지 측면이 가지는 의미를 면밀히 살펴보았다. 연구결과에 따르면 AAE 프로그램은 조세에 기반한 안정적인 재정 확보 및 제도화된 법률 및 정책의 토대 위에 서비스 제공의 전과정에서 보조기구의 제공과 전문적인 개별적 서비스가 밀착되어 작동하고 있는 것으로 나타났다. 이러한 결과는 우리나라의 경우 단순한 구입자금 대여 등 경제적 부담경감 차원의 제한된 관점에서 벗어나 장애인의 이동권 보장이라고 하는 차원에서 자가운전 자동차 분야로까지 보조기구 서비스가 포괄적으로 확장되어야 하며, 서비스의 전 과정에서 보조기구의 제공 및 개인별 서비스의 유기적인 통합이 필요하다는 점을 시사하고 있다.

This study aims to examine the components and the delivery system of the AAE service provided by the U.S. Department of Veterans Affairs and to discuss its implication in the Korean assistive technology service. For this purpose, the literature review and the field study on the organizations involving in the AAE service delivery were employed, exploring the particular components and the service delivery process of the AAE program. The findings of the research showed that the AAE program operates by the systematic, organized mechanism of the headquarter of the U.S. department of Veterans Affairs having with the chapters, with the tax-based, stable financial assistance. Also, the provision of the assistive technology is performed closely with the individualized professional services in the total service delivery process. This study suggests the expansion of the area of the Korean assistive technology to the automobile aspect in terms of securing the right to mobility for the people with disabilities as well as the organistic integration of the provision of the assistive technology and the individualized services in the whole process of the service delivery.
