한미연합사령부 해체가 유엔군사령부에 미치는 영향과 정책제안

The Impact of Dismantlement of the ROK-US Combined Forces Command on the United Nations Command: Policy Suggestions for the Republic of Korea

한미 양국은 현재 2015년 12월 1일부로 한미연합사령부가 행사하도록 되어 있는 전시 작전통제권을 한국 합참에 전환하고, 한반도의 전쟁억제와 유사시 승리를 위한 한미군 간의 단일지휘부인 한미연합사를 해체하는 것으로 합의하였고, 그 이행을 준비하고 있다. 이와 관련하여 지금까지 그다지 활발하게 토의되지 않은 사항은 한미연합사령부 해체가 유엔군사령부에 미치는 영향인데, 우선 한미연합사가 해체될 경우 유엔사는 정전협정 유지를 위해 동원할 부대가 없어져 정전협정 유지라는 임무수행이 어렵게 된다. 따라서 한국은 미국과의 허심탄회한 협의를 통하여 정전협정 유지를 위하여 유엔사가 병력을 필요로 할 경우 한국 정부가 어떻게 제공할 것인지를 협의하고, 유엔사를 어떻게 재편하는 것이 최선일지를 논의할 필요가 있다. 이를 위하여 한국군 중에서도 유엔사의 참모를 겸직하게 하거나 별도의 유엔사 참모로 보직시킴으로써 한국군도 유엔군의 일원으로서 기능할 수도 있다. 이러한 점에서 볼 때 한미연합사를 모두 해체할 것이 아니라 최소화된 기간편성으로라도 외형을 유지하는 방안 등 더욱 폭넓은 방안에 대한 고민이 필요하다고 할 것이다.

The Republic of Korea (ROK) and the United States of America (U.S.) agreed to transfer the wartime operational control authority of the ROK-US Combined Forces Command(CFC) to the Joint Chiefs of Staff of the ROK. The transfer means the dismantlement of CFC, which has been the unified command to deter a war on the Korean Peninsula. One of the risks of the dismantlement of CFC is the impact on the United Nations Command (UNC). If CFC is dismantled, the UNC will not have any combat units and cannot enforce the armistice agreement. The ROK needs to discuss with the U.S. on the UNC of post-CFC. It should discuss how to provide necessary forces to the UNC, how to reorganize the UNC and how to prepare for the possible North Korean demand of its dismantlement. The ROK can make its officers to work in the UNC as staff to be the de facto part of the UNC. At the same time, the ROK may need to consider various options to replace the current CFC functions. Those options include the zero-base review on this issue and the skeletal structure for the wartime expansion.
