창업투자보조금이 투자 및 고용에 미치는 영향 분석

A Study on the Effects of Policy Fund on the Investment and Employment: Using a Propensity Score Matching Method

본고는 정부가 창업을 지원하는 정책중의 하나로서 시행하였던 창업투자보조금사업(이하 창투보조금사업)의 효과를 살펴보고 시사점을 모색하였다. 분석모형으로는 통상회귀모형(Pooled OLS)과 함께 정책자금을 지원받은 기업과 지원받지 않는 기업의 비교를 바탕으로 한 성향점수 매칭(Propensity Score Matching; PSM) 분석도 활용하였다. 일반회귀분석 결과 보조금을 지원받은 업체가 유형자산 증가율을 통계적으로 유의하게 높인 것으로 나타났다. 그러나 PSM 분석의 결과, 보조금 수령업체와 비수령업체 간에 유형자산 증가, 고용 개선, 생산성 증가 등의 측면에서 유의한 차이가 있다고 주장하기 어려웠다.

This study analyzes the effectiveness of Policy Fund in small and medium company. Using a Korean firm-level data set for the period of 2004~2008, this study has analyzed in various ways to study the effects. Besides the ordinary least squares method, the propensity score matching method is adopted to address the problem of sample selection bias. The results of ordinary least squares in this study confirm that the companies supported by the government fund are more invest in facilities. However, the propensity score matching yields no basis to argue that the companies received the Policy Fund have statistically valid differences compared to those have not received the Fund in areas such as facilities investment and employment.
