A Study on the Determinants of Development for the Residential Welfare Facility for the Elderly

This study attempted to analyze the importance of each stage of the elderly welfare housing development plan and the characteristic of its decision making process on the supplier’s side. Comparative analysis was made by dividing the expert group into four groups of real estate development companies, operating employees, investors and public officials. As a result, The group of public officials showed the high value on the importance of understanding on the items of the operating agent and the residential environment, while the groups of real estate development companies, operating employees and investors showed the high value on the importance of understanding on the items of return on investment and financing. The rapid progress of graying and the change of the social environment necessitate the residential facilities for the elderly of diverse levels. To vitalize the development of the elderly welfare housing to be used by a great majority of the middle-class elderly, government needs to provide active political and institutional support on the followings: to provide public land; to provide financing of national housing fund; to provide funds for the long-term low-interest facility; to provide reverse mortgage utilization scheme; for cultivating of specialized operators; and for the appearance with activities of various agent for the business.
