This study compared and analyzed compositional systems and properties of commercial street resident agreement guidelines in Korea and Japan. Based on analysis findings, then, this study suggested how to complement the domestic resident agreement guidelines and extracted implications for drawing up and managing resident agreement guidelines to repair and revitalize commercial streets in future. The results of this study are as follows. First, a variety of information required for implementation of agreement and contents about a form of agreement should be added, when establishing commercial street resident agreement guidelines. Second, terms that are easy for residents to understand have to be used, and a way of organizing the agreement should be supplemented to improve readability. Third, concrete examples or quantitative values need to be suggested for important regulations in various cases of agreement, and normative items that aren’t handled in the existing guidelines should be remedied. Lastly, regulations requiring deliberation or discussion of a consultative group of residents have complemented procedures and methods to improve effectiveness of projects.
