사회적 기업의 사회자본과 지역발전에 대한 실증연구

The Empirical Study between Social Capital of Social Enterprise and Local Development: Path Analysis into Employment and Poverty Alleviation

본 연구는 사회적 기업이 사회자본 형성에 기여하면서 고용의 창출, 지역 재정 및 소득의 증가라는 재정적 사회적인 지역발전에 기여하는 것을 경로분석 등을 통해 탐색적 차원에서 실증 분석하였다. 전반적으로 볼 때 사회적 기업의 사회자본의 형성(A1~A3)→고용창출효과(B2)→지역사회의 발전 및 다양한 파급효과(B1)로 연결되는 과정을 보여주고 있다. 분석 결과, 첫째, 사회적 기업은 bonding 차원의 통합과 참여, bridging 차원의 중개와 연결, 그리고 공동체 가치의 공유를 향상시키는데 많은 기여를 하고 있었다. 둘째, 사회적 기업은 사회적 자본의 형성 및 증대를 통해서 장기적인 실업자 또는 사회적 배제자를 시장경제로의 재고용을 창출하여 지역사회 공동체의 발전에 공헌하고 있었다. 셋째, 사회적 기업은 국가와 정부에 못지 않게 지역기반 기업으로서 지역밀착과 지역개발 수요에 부합하는 공동체 개발에 크게 기여하고 있다는 것이다. 특히 사회적 기업의 사회자본 형성은 지역공동체의 의식과 가치를 확실하게 인식시켜 주며, 이를 바탕으로 지역소외계층의 고용창출을 증진시켜 주며, 나아가 소득 향상, 재정 확충, 빈곤해소 등 다양한 형태의 지역사회의 발전에 긍정적으로 기여하고 있다. 정책적 시사점으로, 지역개발에 있어서 정부가 전적으로 주도하는 것보다, 지역사회의 경제사회적 주체들이 지역공동체의 사회자본을 형성하며 지역사회 수요에 부합하는 지역개발방식으로 지역사회의 공동체를 개발할 수 있도록 해야 하며, 이를 위해서 정부는 경제적 그리고 법률적 환경들을 충분히 조성해 주어야 할 것이다.

This study aimed to analyze exploitive and empirical research that social enterprise will contribute the social capital and achieve the employment and enhancement of local budget and local incomes by using structural equation and path analysis. According to the results, firstly social enterprises are contributing the formation of social capital such as integration and participation of bonding dimension, mediation and connection of bridging dimension, and holding community value together. Secondly, social enterprises also develop the local community by employing into the market the long-time unemployed person and the excluded person through the various social capitals. Thirdly, social enterprises help to develop the local community as region-based enterprise which is pertinent to satisfying the community’s need of regional development. Several policy implications are suggested. First, central and local governments have to restrain itself from participating in the local community development directly, have to assist local-based social and economic actors to form the social capital and to achieve the community-needed local development, and have to make legal and economic environments enough to give the actors sustainability of social enterprise.
