The main purpose of this study is to analyze teachers’ perception of Teaching English in English (TEE), TEE certification, and the in-service teacher training program for secondary school English teachers, and suggest better ways to implement the TEE certification and teacher training programs. The survey research results from 140 middle and high school English teachers revealed the following: (1) English teachers are well aware of the necessity of TEE, even though they have difficulties implementing it in their own classes; (2) Teachers do not think that receiving TEE certification would help improve their TEE ability. They believe that there are some problems with the new system; (3) Teachers agree that in-service teacher training should be their professional obligation. They believe that in-service teacher training programs are very helpful in improving their communicative abilities and want them to be more applicable to their English classroom situations; (4) As for customizing the in-service teacher training sessions, the teachers want to learn the most how to teach speaking and writing in English; and (5) Teachers think it is better to utilize in-service teacher training sessions than obtain TEE certification to improve their TEE abilities; 94.2% of the respondents reported that in-service teacher training would be more useful.
