일본의 지방교육재정 개혁 동향 분석

An Analysis on Trends of Local Education Financing System Reform in Japan

이 연구는 우리와 비슷한 체계를 가지고 있는 일본의 지방교부세제도와 의무교육비국가부담제도의 운영 및 개혁동향을 분석하여 우리나라 지방교육재정교부금제도 개선을 위한 시사점을 도출하는 데 목적이 있다. 이러한 연구목적을 달성하기 위하여 일본의 교육관련 문헌과 홈페이지 등을 분석하였으며, 일본 지방 교육위원회를 직접 방문하여 관계자와 면담하였다. 일본의 지방교육재정 개혁동향을 분석한 결과, 그것이 우리나라 지방교육재정 운영에 주는 시사점은 다음과 같다. 첫째, 의무교육비의 국고 부담을 구체화하기 위한 법률과 학교통폐합 정책을 뒷받침하는 법률의 제정을 검토해야 한다. 둘째, 고등학교 교육 무상화는 별도의 재원을 마련하여 추진해야 한다. 셋째, 사립고등학교 선택기회를 실질적으로 보장하기 위하여 사립의 특목고와 자율고 재학생에게 기본보조금(바우처)을 지원하는 방안을 검토해야 한다. 넷째, 유예기간을 두고 특별교부금의 비율을 낮추어야 한다. 다섯째, 지방교육재정교부금 배분을 위하여 표준단체 개념을 도입하고, 우리 실정에 맞는 보정계수를 개발할 필요가 있다. 여섯째, 교원 신분의 지방직화를 재추진할 필요가 있다.

The purpose of this study is to find out the implications for improvement of the local education financing system of Korea by analyzing trends of local education financing system reform of Japan which has many common aspects in education financing system. In order to attain the purpose, researchers analyzed the written materials and online contents on education system and local education financing system of Japan and visited Japan to interview with the person concerned of local education office. The results and implications from analyzing the trends of local education financing system reform are as follows. First, it is needed to enact the law of support for compulsory education expenses and the law of support for merger and abolition of small schools. Second, free education on high school should be implemented with separated additional finance. Third, it is necessary to inquire how to provide the tuition voucher to the students of private special-purpose high school and independent private high school to ensure the opportunity of school choice. Fourth, the portion of special grant should be reduced up to 2% point from 4% having the grace period. Fifth, it is necessary to adopt the concept of standard local education office to distribute local education grant to local education offices and to develop the calibration factor suited to the context of Korea. Lastly, we should implement the conversion of the present status of teachers from national educational officials to local educational officials.
