대학등록금의 쟁점 분석과 합리적 대안 모색

Analysis of Issues on Tuition & Fee and Search for on a Rational Alternative

이 연구는 우리나라 대학등록금과 학비보조 수준을 분석하였고, 등록금이 비싼 이유를 대학재정의 구조 분석을 통해 규명하였으며, 그리고 현재 정부가 추진하는 등록금 관련 정책이 갖는 쟁점을 분석한 후, 대학등록금 정책의 문제점과 그에 대한 대안적 논의를 제시하였다. 이 연구에서 얻은 결과, 대학등록금은 물가상승률에 비해 무려 1.5배 이상 인상되었고, 대학등록금에 대한 가계 부담이 더욱 중대되고 있었다. 한국의 명목 등록금 수준은 미국 다음으로 비쌌지만, 장학금/기타 학비보조금 비율은 6.0%로서 OECD 평균(11.4%) 보다 낮고, 학자금 대출 비율도 5.4%로 OECD 평균(8.9%) 3.5% 낮았다. 그에 대한 근본적인 원인은 세계 9위권인 우리나라가 경제규모에도 못미치는 정도의 취약한 규모로 대학에 투자하는 이른바 대학재정의 구조적 문제에 기인한다. 대학등록금 정책의 문제점으로 현재 정부가 추진하고 있는 등록금 관련 제도적 장치(ICL, 등록금 인상률 상한제, 등심위 운영)는 등록금 인하를 위한 근본적인 해결이 아니고, 대학구조조정을 통한 예산 절감에 초점을 두고 있는 등록금 부담완화 전략은 오히려 대학자율화를 억제하는 부작용을 초래하고 있음을 지적하였다. 결론적으로 이 연구는 ① 반값등록금 실현과 대학구조조정을 위한 고등교육재정교부금법 제정, ② 재단전입금 확대 방안, ③ 대학등록금 상한제도 운영의 현실화, ④ 대학등록금 책정과정의 신뢰성 회복, ⑤ 대학재정 보조제도 보완 등의 대안적 논의를 전개하였다.

The main purpose of this study is to analyze the scale of tuition & fee and financial aid level, to identify the cause of high tuition and fee related to the structure of higher education finance, to analyze the problems of tuition and fee policy implemented by Korean government, and to discuss the alternatives to improve the tuition & fee policy. The major findings of this study are 1) a structural problem of higher education finance which the ratio of tuition & fee is higher and 2) the lack of government’s strategy to come down the high cost of tuition & fee, etc.. The alternatives suggested in this study is 1) enactment of higher education finance grant law, 2) the increase of contributions from foundation, 3) the real application of tuition & fee ceiling, 4) the improvement of transparency and democracy in the process of setting tuition & fee, 5) the expansion of the financial aid and scholarship program. Finally, several implications for future research were discussed concerning the tuition & fee policy.
