보육시설 평가인증제도의 활성화 방안

Activation Plan on Accreditation Systems of Child Care Centers

본 연구는 보육시설 평가인증제도 도입에 즈음하여 평가인증제도의 출발점이 되어야 할 보육시설의 현재 운영실태와 평가인증제도에 대한 보육시설 종사자들의 인식, 보육시설 평가에 대한 인식, 조력 및 장학지도에 대한 인식을 알아보는 것을 목적으로 보육시설 종사자 448명을 대상으로 설문조사하였다. 연구 결과, 첫째, 조사대상 보육시설의 정원충족율은 44.9%로 나타났으며 그 이유에 대해서는 주변 보육시설이 많다는 데에서 주된 이유를 찾고 있었는데, 이는 지금까지 양적 확대만을 가져온 보육서비스에서 질적 향상이 추구되어야 함을 시사하고 있다. 둘째, 평가인증제도에 대한 종사자들의 인식은 평가인증제도에 찬성하지만 시기상조라는 입장을 보이고 있어(50.5%) 평가인증제도를 통한 보육시설의 질적 향상을 위해서는 과정적 접근과 지원체계가 필요함을 보여주고 있다. 셋째, 평가인증제도 이전의 외부평가에 대한 인식에서는 평가를 위해서는 외부평가와 자체평가를 병행해야 하고(65.1%), 둘중 자체평가가 더 중요하다고 하여 평가인증제의 본연의 목적인 보육의 질 향상을 위한 자체평가과정에 대한 종사자들의 기본 인식이 바람직하게 나타나고 있었다. 넷째, 조력 또는 장학지도에 대한 종사자의 인식에서는 61.4%가 긍정적으로 수용하고 있었으며 또한 기존의 평가와 조력 또는 장학지도와의 통합에 대해서는 긍정적으로 인식하는 수준(53.7%)이었다.

This study has the purpose to examine the method to improve the quality of child care by studying the child-care worker's perception of the accreditation system, the evaluation method and the validation and supervision which can be the supplementation with the accreditation system. From the results, the suggestions can be summarized. The evaluation should be carried out with mutual cooperation, not one-way directions because the process is more important and meaningful than the results. And the aid service from various methods was reasonable. The evaluation or accreditation should begin with the actual condition of each care center. Moreover, it should focus on the helpful remedy with human and financial support, not derections. Therefore, the method to support care centers based on the local societies with various resources should be required to improve the quality of service structurally and contextually. The validation in the accreditation should be more emphasized and eventually it has to make orientation forward to the helpful supervision, not management audit. The role of Pedagogista in Reggio Emilia and the system gives meanings to Korean accreditation system. And we need to consider it and apply to our society.
