국제컨테이너전략항만 케힌항의 항만 환경대책의 현실

The Realities of the Port Environmental Countermeasures for KEIHIN Container Port as a Strategic Port -Focused on the Earthquake-Proof Measures and Environment Policy-

과거 아시아를 대표하는 일본의 항만들은 한국과 중국의 항만 경쟁력에서 밀려나 급격하게 쇠퇴되고 있다. 2011년 3월 일본에서 발생한 대지진은 일본의 항만 환경정책을 근본적으로 변화시키는 중대한 사건이었다. 이러한 가운데 일본이 추진하고 있는 항만 환경정책은 국제컨테이너전략항만으로 케힌항을 구축하는 것이다. 지진 대책을 환경정책의 최우선 과제로 하고 있는 상황에서 케힌항의 항만 경쟁력을 강화하기 위해서는 항만의 생산성 강화와 환경정책을 동시에 추진해야만 한다. 본 논문에서는 케힌항을 중심으로 일본의 항만 경쟁력과 지진대책을 고찰하고자 한다.

Japanese ports, which were once represented the Asia ports, have rapidly declined in terms of cargo handling volume in recent years mainly owing to failures to compete against Korea and Chinese international ports. Furthermore, there have been a great earthquake that took place in March 2011, which provides a opportunity to change Japanese port policy in particular a environmental policy. Among others, Japanese government has brought up KEIHIN port as a strategic international container port in order to foster their competitiveness. It is imperative to boost both productivity and environmental-oriented policies for more competitive in Asia. This is because a scheme for earthquakes is becoming the first priority to reduce demage by earthquakes. In this respect, this paper examines the relationships between port competitiveness and plan for earthquakes focused on KEIHIN port.
