Re-examination of Criminal Policies for Effective Prevention of Sexual Abuse against Children of Criminal Policies

With the recognition of seriousness on crimes of sexual abuse against children that has been so prevalent in recent days, the National Assembly and government have heighten their interest on preventing sexual violence crimes and recurrence of such crimes, and this has led to the policy of stringent punishment on the offender. However, notwithstanding the powerful punishment of the government against the culprits committing sexual abuses on children, the crime has kept increasing as well as more and more violent and prevalent. This type of social phenomenon has raised inquiries on whether such criminal policy objective in preventing recurrence through punishment on sexual offender is appropriately accomplished. As for the inevitable measures undertaken to protect the children who own the future of our society, such as, personal information disclosure system, GPS monitoring system, and drug treatment system to subdue sexual drive have been in implementation in spite of the heated dispute on the issue of interfering personal human rights as guaranteed under the Constitution. However, what has to be implemented before this system is the systematic post-management on the sexual offenders which is considered as more urgent. The true and genuine goal of criminal policies is to establish more effectuated system to protect the children and build up the social environment for our children to grow in bright and healthy circumstance without the hazard of sexual abuse.
