The utilization of Electronic monitoring in Protecitive Supervision

Electronic monitoring system can be used to alleviate the burden of imprisonment or equivalent criminal sanction. Since US follows monism criminal system, imprisonment is generally imposed. However, since Korea follows dualism criminal system, protective custody which has a characteristic of deprival of freedom at a similar level of imprisonment can be reviewed as an alternative system to electronic monitoring. Protective custody contains freedom-limited elements which are close to deprival of freedom. Therefore, it is thought that a significant part of this issue can be mitigated by utilizing the electronic monitoring system which is more severe than protective custody and is not as much as the deprival of freedom. With a consideration of society adaptation effect which people enjoy while living in a society and effect of various correctional programs to be conducted with more facilities in a society, electronic monitoring system can be measure to replace the protective custody. In order to achieve the original purpose of protective custody by using electronic monitoring, electronic monitoring is not enough and several accompanying measures are needed.
