장애인활동지원제도의 문제점과 개선과제

Research on Resettlement Measures of the Disabled Activity Support Policy - Focus on Gilbert and Terrell's Policy Analysis

본 연구는 Gilbert와 Terrell의 산물분석을 기준으로 장애인활동지원제도의 적절성을 평가하였다. 분석 결과, 대상선정에서는 신청자격이 장애 1등급으로 한정되고, 의료 기준이 강한 활동지원서비스의 인정조사표를 벗어나지 못하고 있다. 급여 면에서는 양적 증가는 있었으나 급여 단위의 변화와 본인부담금의 증가로 실질적 효과를 못 거두었다. 전달체계에서는 국민연금공단의 태생적 한계와 지자체와의 분절적인 업무 분담이 문제로 드러났다. 본인부담금은 기초수급자와 차상위 계층 외에는 서비스를 이용할수록 증가하였다. 따라서 장애인활동지원제도 취지를 살리기 위해서는 첫째, 신청자격을 확대하되 장애유형별 특성과 사회활동참여 정도를 측정할 수 있는 인정조사표를 개발해 서비스를 차등지급한다. 둘째, 서비스 량은 점차 늘리며 서비스 항목은 장애 특성과 현장 상황에 맞춰 융통성 있게 처리하게 한다. 셋째, 국민연금공단의 장애인 책임자를 정책을 결정하는 위치까지 격상시키고, 지자체와 업무 연계를 강화한다. 넷째, 본인부담금은 감소시켜야 한다.

This research evaluated the appropriacy of the Disabled Activity Support Policy through Gilbert and Terrell's policy analysis. As a result, subject selection was limited to those of first disability rating and confined in the activity support service judgment system where the medical standards are powerful. Though there has been a wage increase in figures, the practical effect is uncertain due to changes in wage denomination and increase in individual expenses. Thus, to restore the purpose of the Disabled Activity Support Policy, first, the extension of eligibility for other disabled and application of differential payment should take place, but only after a judgment system is developed to measure each disability's characteristics and degree of social activity participation. Secondly, the offered services should gradually be increased and the service items should be managed flexibly according to the conditions of the site. Thirdly, the head of the disabled department of the National Pension Service(NPS) ought to have more authority in directing and determining the policies. Also, the coordination of operations between the NPS and local governments must be strengthened in order to be more efficient. Lastly, the cost of own expenses must be reduced.
