장애인방송 수신기 보급사업에 대한 시청각 장애인의 인식 및 개선방안 연구

A Study on the Improvement Plan of Broadcasting Receiver Supply Policy for Vision and Hearing Disabilities

방송서비스의 접근과 이용은 모든 국민이 일상생활을 영위하는데 필수적이다. 그러나 현실에서는 소득수준, 거주지역, 신체장애 등 다양한 이유로 방송서비스에 대한 접근과 이용이 곤란한 방송소외계층이 존재하는데, 대표적 사례가 시청각 장애인이다. 최근 방송법 개정을 통해 시청각 장애인의 방송접근권 보장을 위한 관련법 개정이 이뤄진 상황에서 본 연구는 시청각 장애인과 난청노인의 입장에서 장애인방송 수신기 무료보급 사업평가를 통해 이들의 실질적 편익제고 방안을 모색하고자 하였다. 분석방법은 시청각 장애인, 난청노인 대상 설문조사 및 장애인방송 전문가 심층면접 방법을 활용하였다. 분석결과 시청각 장애인의 이 사업을 주로 개인적 의사소통경로로 인지하고 있고, 지원 대상 선정기준을 정확히 인식하지 못하고 있으며, 신청에서부터 수신기 수령과 시청에 이르기까지 각 단계마다 어려움을 겪고 있는 것으로 나타났다. 또한 사업수행기관의 장애인방송 수신기 보급 사업에 대한 인식은 주어진 예산 내에서 신청자 모집, 지원대 상자 선정, 수신기 보급이라는 기능적 차원의 인식을 벗어나지 못하는 것으로 파악되었다. 이런점에서 장애인방송 수신기 보급 사업은 다른 행정기관과 연계하여 시청각 장애인과 지속적으로 의사소통이 이뤄질 수 있는 네트워크를 구축하고, 이를 기반으로 사업홍보, 수신기 신청안내, 지원대상자 선정결과 안내, 수신기 배분, 시청지원 등을 종합적으로 제공하는 것이 필요하다는 점을 제시하였다.

Access and use of broadcasting service is essential in order to conduct one's daily lives. But in reality, due to the economic, geographical, physical problem, many people can not access and use of broadcasting. In this situation, this study is to evaluate the broadcasting receiver supply policy for vision and hearing disabilities and explore its improvement plan by survey and in-depth interview method. According to the results, vision and hearing disabilities recognize receiver supply policy by interpersonal communication method, and did not know exactly about the standard of support and selection. Also vision and hearing disabilities have a difficulty in using the broadcasting receiver by its limitation and lack of technological knowledge. Therefore the public communication channel have to be activated between vision and hearing disabilities and public agencies. And through public communication network, it is needed to expand the receiver supply policy PR and support technological and psychological assistance to vision and hearing disabilities.
