1. CONTENTS (1) RESEARCH OBJECTIVES The purpose of this study is to review and evaluate the current administration’s real estate polices and think about tasks for the next administration. (2) RESEARCH METHOD This study is conducted by field investigation and confirmation of practical contents after access to relevant webpages, as well as domestic and foreign literature review. (3) RESEARCH FINDINGS This study reviewed and analyzed a variety of previous studies to evaluate the current administration’s real estate polices and think about tasks for the next administration. The analyses were, however, based on different philosophical foundations and accordingly generated contradictory results. Thus the investigator sorted out the evaluation elements of real estate policies and assessed the current administration’s real estate policies, obtaining the following results 2. RESULTS First, there are two groups of evaluation elements of real estate policies, namely real estate as a means of investment and realestate as a means of housing security. They take different positions on the nature and industrial characteristics of real estate, policy directions, policy means, growth and stability, aging, and centralization and decentralization. Secondly, the current administration has taken the approach of regarding real estate as a means of investment when devising real estate policies. The real estate policies announced by the current administration between 2008 and 2012 mostly sought out to expand the supply of lotting-out or vitalize trades through tax benefits. Its efforts to come up with measures to promote the housing welfare of the working class have been very poor. Finally, the next administration should convert the direction for real estate policies from regarding realestate as a means of investment into guaranteeing people the housing right. Given that the previous administrations implemented real estate policies from the perspective of real estate as a means of investment, the next administration needs to take different measures according to social classes and regions such as market-centric policies including tax benefits to help to activate trades in the market for the middle class or higher classes and housing welfare-centric policies including the expansion of national rental housing for the working class. It also needs to gradually increase the relative importance of housing welfare compared with the previous administrations.
