A review of college English programs in Korea: In comparison with ESL and foreign language programs in U.S. universities

Instead of teaching English in some unrelated or at best loosely related courses, universities in Korea began to set up an overarching structure for college English education and develop a more systematic and articulated English program. This program-based approach to college English education naturally entails many issues to consider such as program administration structure, curricular models, placement and assessment, and articulation of courses. This paper aims to explore a valid program model for Korean college English education by examining various L2 program models in U.S. universities and checking current states of college English programs in Korea. For the purpose, this study analyzed and compared ESL and foreign language programs in 12 universities in the U.S., and 10 college English programs in Korea in terms of goals, courses, placement, and articulation. Based on the results, imminent issues and suggestions are discussed for development and implementation of more effective college English programs in Korea.
