경기변동과청년실업:실직구직의 경기변동상 특성분석

Youth Unemployment over the Business Cycle: An Analysis of Job-finding and Job-separation Hazards

청년실업의 경기변동시 특징에 대한 기초자료를 제공하기 위해 이들의 실직구직활동의 경기변동상 특성을 분석·보고한다. 기존의 경기변동문헌에서와 달리 구직확률뿐만 아니라 실직확률의 경기변동시 움직임이 청년실업률을 결정하고 있음을 우리나라의 월별 실업자료를 이용하여 확인하였다. 전반적으로 외환위기 이후 실직확률 증가로 직업의 안정성이 저하된 것은 청년노동력에도 적용되나, 구직확률 증가에 따른 노동시장의 인력배분기능에서 효율성이 증가한 것 또한 입증된다. 기존 탐색모형에 대한 평가, 실업정책의 구조를 포함한 몇 가지 의미있는 시사점 또한 제공한다.

We analyze and document youth unemployment over the business cycle. Unlike the received wisdom from the recent macroeconomics that changes in job-finding hazard are the main driving force of unemployment dynamics, we find that both job-finding and job-separation hazards are equally important elements that account for unemployment dynamics in Korea. We find some evidence that not only job instability has been increased but labor allocation ef-ficiency has been improved. Some useful implications are discussed for better understanding of macroeconomy and labor market policies.
