The Policy Analysis of Korean Lifelong Education Master Action Plan

한국의 평생교육은 2000년 평생교육법이 발효되면서 다양한 평생학습정책을 추진하고 있다. 본 논문은 10여년 동안 추진해온 평생교육정책을 평가하여 발전지향적 정책 개발과 집행에 근간이 되는 기준을 제시하고자 한다. 정책 평가를 통하여 한국에서 추진된 평생교육진흥 사업의 전개 과정과 성과를 분석하고 향후 발전 방안을 탐색하고자 한다. 이를 위하여 2차에 걸친 평생학습종합진흥계획에서 제시되었던 과제를 중심으로 목표달성 평가 모형에 따라 평가한다. 제1차 평생학습종합추진계획에서 제시되었던 과제는 12개 과제이고 추진되지 못한 과제는 15개 과제로 평가되었다. 제2차 계획으로 제시된 18개 과제 중 추진된 과제는 10개 과제이고 추진되지 못한 과제는 8개 과제이다. 정책 평가 지표중 적절성을 제외하고 효과성, 능률성, 충족성, 형평성, 대응성을 충족하고 있다고 평가되었다. 평생교육정책을 수립하는데 있어서 정책 수혜자의 분석을 통한 형평성 제고, 기존 정책 효과에 대한 시계열적 분석과 정책 추진에 오래된 정책에 대한 종합적 평가와 재설계, 시대적 상황변화에 따른 정책적 대응성 확보 등이 필요하다.

The Korean lifelong education has been promoted with diverse lifelong learning policies after the Lifelong Education Act was enforced on 2000. This paper suggests the future oriented policy development and implementation by evaluating the policy analysis of Korean Lifelong Education Master Action Plan(KLEMA) which was enacted for a decade. In addition, this paper evaluates the process and result of promotion on lifelong education policy by the policy analysis and make a suggestion of the future development plan. The evaluation is adopted by the goal attainment evaluation model and the object of policy analysis is the first and the second KLEMA. The agenda of the first KLEMA had 12 projects presented and 15 projects not promoted yet. Among 18 projects which were newly presented in the second KLEMA, 10 projects were activated and the rest 8 was not. The result of goal attainment evaluation was rated by effectiveness, efficiency, adequacy, equity and responsiveness except appropriateness. For the future of lifelong learning policy setting, it is needed to ensure equity by analysing the beneficiaries of the policy, the effect of the policy promoted until now by time series analysis, comprehensive evaluation and redesign of the policy implemented numerous years ago, and the guaranteed policy responsiveness according to the social, economic, circumstance change.
