국내 무선 망 개방 관련 제도에 대한 평가와 시사점

Evaluation of Open Access Policy for Mobile Network and its Implications - Focused on Korea's Mobile Internet Promotion Plan -

본 연구는 무선 망 개방 제도에 초점을 맞추어 국내 무선 인터넷 활성화 계획을 분석하였다. 그 결과, 정량적으로는 사이드 로딩 허용, 무선 SNS 접속 개선, 이용자 선택권 보장 등 정부가 도입한 망개방 관련 제도가 실제 정부가 기대하고 있는 제도적 효과인 개방적 환경 구축, 무선 인터넷 이용 확대에 긍정적인 영향을 줄 수 있을 것으로 평가되었다. 정성적으로는 각 제도가 사안별로 수립되고 있는 바, 근본적인 대책이 될 수 없을 뿐 아니라 제도의 불확실성, 비신속성, 비일관성의 문제가 발생할 수 있는 것으로 나타났다. 따라서 무선 인터넷 활성화 계획에서의 무선 망 개방 제도가 보다 실효성 있는 제도가 되기 위해서는 사안별 규제에서 벗어나 무선 망 개방에 대한 정의와 목표의 정립을 시작으로 그 원칙을 수립하는 한편, 이를 실현할 수 있는 제도를 확립하여 무선 산업에 일괄적으로 적용하는 것이 필요하다 판단된다.

This study focused on wireless open access in Korea's Mobile Internet Promotion Plan. As a result of Quantitative Analysis, this study found that open access policies including the permission of side loading, the improvement of mobile SNS access and the guarantee of right of choice, which are planned by government, can be useful for making the opened industrial environment and promoting the mobile internet usage. In the context of qualitative analysis, this study found that the problems of uncertainty, inconsistency and delay in the regulation can emerge. So this study suggested that government make the general principle of wireless open access and apply to mobile industry.
