대규모 국제행사의 안전활동을 위한 경찰력 운용 방안

The Strategies of Police Forces Operation for the Safety Activity of Large-Scale International Events

본 연구의 목적은 대규모 국제행사의 안전을 위한 최적의 경찰력 운용 방안을 도출함으로써 향후 국제행사에서 보다 효율적인 안전활동이 이루어질 수 있도록 하는데 있다. 이를 위하여 AHP 설문을 통해 경찰의 안전활동 역할 요소의 상대적 중요도를 측정하였으며, 역대 국제행사의 안전활동 사례에서 나타난 경찰의 활동을 비교, 분석하였다. 연구 결과는 다음과 같다. 첫째, 개최지 결정 이전 단계에서는 선제적으로 예상 개최지의 취약 요소와 안전성을 파악하여 조기 대응을 하는 것이 중요하며, 경찰력 집행의 명확한 근거 규정을 마련하여야 한다. 둘째, 준비 단계에서는 안전활동 전담 상설 기능을 운용할 필요가 있다. 또한 소요예산의 정확한 편성ㆍ확보를 통해 실질적인 근무보상을 실시하는 것도 중요하다. 인력 중심의 활동에서 시설 중심의 활동으로 전환할 필요가 있으며, 적극적인 홍보를 통해 시민의 자발적인 협조를 유도하는 과정도 필요하다. 셋째, 시행 단계에서는 최소한의 통제로 시민 불편을 최소화하여야 한다. 또한 시민들의 자발적 참여를 통한 소통 위주의 교통관리를 실시하는 것도 중요하다. 넷째, 사후 관리 단계에서는 안전활동의 결과를 평가하고 문제점을 지속적으로 개선해 나갈 수 있는 제도적 장치가 마련되어야 한다.

The purpose of this research is to increase the efficiency of safety activities in future international events by deriving the most suitable method of managing police forces. In the research, AHP survey is conducted to measure the relative importance of safety activities of police as one of the elements. Also, the comparison and analysis of police activities in terms of safety in previous international events are presented. The result of the study is as follows. First, before determining the hosting place, it is important to take an early action based on the analysis of candidates’ weak points and security levels. Also, clear grounds of rule for police enforcement should be made. Second, during the preparation period, it is required to run a permanent task force for safety activities. Also, rewards should be made based on actual services provided by making accurate arrangement and allocation of necessary budget. It is necessary to change the source of the activities from a person to a facility. Additionally, the process of gaining voluntary cooperation from citizens through active promotion should be achieved. Third, in the implementation period, inconvenience towards citizens must be minimized by keeping the restriction at minimum level. The communication based-traffic management through voluntary participation is also important. Fourth, in the feedback period, an institutional device that can precisely evaluate the outcomes and persistingly improve the problems should be developed.
