지역문화축제 안전관리 역량강화를 위한 민간경비제도 구축방안

A Study on Establishing Private Security System for Reinforcing the Security Management Capability of Local Cultural Festival

지역문화축제의 안전관리 역량을 강화하기 위한 민간경비의 활용과 이를 위한 제도적 구축방안을 제시하기 위하여 본 연구에서는 AHP(analysis hierarchy process) 분석기법을 활용하여 지역문화축제의 안전관리 역량강화를 위한 민간경비제도 구축과 관련한 효과적인 정책적 결정사항을 검토하기 위해 어떠한 대안들이 우선적으로 고려되어야 하는지 검증하고자 하였다. 그리고 지역문화축제 안전관리 역량강화를 위한 민간경비제도 구축 방안들에 대한 우선순위 분석을 위해 선행연구를 중심으로 공통된 변수를 추출하고, 이를 2단계의 구조화된 모형으로 구성하였다. 먼저 1단계에서는 관계법령 개선, 경비업체 선정요건 마련, 전문인력 확충, 경찰과의 상호협력체계를 상위변수로 선정하였으며, 2단계 하부요인으로 14개 변수들로 구성하였다. 그 분석 결과 지역문화축제의 안전관리 역량강화를 위한 민간경비제도 구축방안들 중 가장 중요한 것으로 도출된 것은 위기상황 발생 시 경찰과 경비업체 간 비상조치 절차 구축이었다. 그리고 2순위로 경비업자 자격기준 강화이며, 그 다음으로 구체적 업무지침 법제화를 통한 역할 분담과 대규모 행사 안전관리 역량 평가기준 마련 순으로 나타났다.

The purpose of this study is how policy decision should be achieved in synthetic dimension for establishing private security system for safety management capability of local cultural event. And the AHP(analytic hierarchy process) method was put into practical use for deciding which alternatives of establishment measures of private security system for safety management capability of locals cultural event should be considered preferentially. To conduct this study, the survey of the experts was utilized with questionaires which were structured by AHP, and survey respondents are police officers and professors that are lecturing theory related to police administration and security at university. According to analysis through AHP method that was used political priority order decision, 4 variables(legal system improvement, selecting requirements, professional development, and mutual cooperation system between police and private security) were extracted at 1 step and so were 14 sub-variables drawn by each 1 step variable in 2 step analysis. Conclusively, 4 variables included in high position 30% among 14 sub-variables in total weight and priority order by each step were investigated into the emergency action process of police and security firms, the qualification standard of security business, the legislation of the specific affairs guidance, and the appraisal standard for security management capability.
