지방선거 후보자 수행경호원의 경호ㆍ비서기법 향상 방안

A study on Development measures of Bodyguards Performing Secretary Role for Crisis Management of Election Candidates

선거기간 중 각 후보자들은 당선을 목적으로 좀 더 많은 사람들과 접촉하려하고 유권자들의 민원에 귀 기울이며 자신의 정책방향에 대하여 홍보하고 이를 표심으로 연결하기 위해 적극적인 유세활동을 펼친다. 선거후보자는 이런 선거기간 중에 각종 위해와 테러로부터 완전히 노출되며 오늘날의 선거환경은 점점 날로 지능화, 조직화, 흉폭화, 집단화 되어가고 있다. 특히 경제적, 물질적, 인적 지원이 열악하고 지연, 혈연, 학연 등이 복잡하게 얽혀있는 지방기초의원과 단체장 선거는 후보자와 유권자 간의 특수한 관계로 인해 평상시 보다 위험요소로부터 선거후보자의 노출 빈도가 훨씬 많기 때문에 안전대책에 대해 훨씬 더 많은 노력과 준비가 요구된다. 이에 본 연구에서는 선거기간 중 각종 위해나 테러로부터 선거후보자의 안전대책은 물론 일인다역을 소화해 내야 하는 수행경호원의 비서기능 향상을 통한 효율적인 선거후보자 보좌를 통한 수행경호원의 질적 발전방안을 다음과 같이 제시하고자 한다. 첫째, 경호기법에 입각한 위기관리 대책방안으로써 유연한 경호기법 적용과 예방경호의 우선, 방어경호의 원칙, 철저한 사주경계와 완벽한 근접경호, 거리유세와 차량경호 시의 안전대책 방법 등을 들 수 있다. 둘째, 수행경호원의 비서기능 향상 방안으로써는 선거후보자에게 선거에 관한 방향을 제시하여 줄 수 있는 정책보좌의 역할, 선거후보자의 홍보역할, 선거요원의 역할, 정치참모의 역할과 빠르고 효율적인 정보 활용을 위해 정보가 담긴 문서를 체계적으로 정리, 분류, 보관하는 문서ㆍ자료 관계 업무, 대인관계업무, 일정관계 업무 같은 일반비서로서의 역할을 들 수 있으며, 수행경호원의 비서로서의 자세로는 자기희생의 정신, 적극적이고 긍정적인 자세, 친절한 태도, 보안유지 능력, 충성심, 메모하는 습관, 준비하는 습관들을 필요로 한다.

During election times, each candidate tries to approach much more voters for being elected, and campaigns actively to promote one’s policies. As the electoral hazard environment is getting more intelligent, organized, ferocious, and collectivized, candidates are sure to be exposed to all sorts of danger and terrorism. Especially, the election of the local assemblyman and the head of local government is inclined to be exposed to danger more frequently than usual day because of the special relation between the candidate and voters, so the effort and preparation for security measures should be demanded. Therefore, the development measures for performance of bodyguards who must do wonders in their roles from all of danger and terrorism should be presented by improving their personal assistant function. There are two improving measures to achieve this, one is the crisis management based on guarding techniques, and the other is the improving one for secretary function of bodyguards. The crisis management measures include flexible guarding techniques, prevention, covering, thorough all-around security, perfect proximity guarding, and security management during road campaign. And, the secretary function improving measures have the role as policy adviser, public relations, election agent, and general secretary that performs document, schedule, and personal relationship.
