The impact of WTO TBT/SPS on Agricultural Trade

This paper explores a common question related to food safety and environmental standards: do regulation on pesticide have an effect on agricultural products exports? In order to examine this question, we collect regulatory data from four OECD importing countries, as well as the trade data from 16 exporting countries. The significance of these effects is assessed in regression analyses by using a gravity model to test the effect of the maximum residue Limit(MRL) on agricultural exports. Our results suggest that food safety standards imposed by importing countries have a negative and statistically significant effect on agricultural products exports. Furthermore, the trade effect of food safety standards imposed by importing countries is much larger than that of the tariff.
