A Case Study on Policy for Renewable Energy and the Change of Legislation: Focused on the Case of Germany

We should focus that Germany retains No. I world ranking ahead of Japan - the country that was leading the top rank in terms of generating capacity by solar energy - and the world's second following the U.S. in generating capacity by wind force in the renewable energy field, in which the German government is gaining effectiveness in a certain level on renewable energy expansion. Behind the German government's devotion to renewable energy is motivation to provide energy security based on the diversification of energy sources and localization along with the objective of environmental policy called the emission reduction of greenhouse gas. Hence, this paper analysis the case of Germany, which is a representative nation that designs and implements long-term renewable energy expansion measures with effective reduction performance regarding expansion plans for renewable energy being utilized as the key means along with the carbon emission trading schedule for policy response to climate change. The paper will be able to promote the importance of consistent national agreement and commitment for efficient policy design and legislation and realization and imply various issues as well as political directions in building a response system in collaboration between South Korea and international communities.
