사회보장수급권 강화를 위한 공공사회복지전달체계 발전방향

Reorganization plan for Public social welfare Delivery system to enhance Social security Right of Recipience -Focused on Case Management of Hope Welfare Supporters-

본 연구의 목적은 사회보장수급권을 강화하기 위한 공공사회전달체계의 개편방향을 모색하기 위한 것이다. 이를 위해 사회보장수급권의 의의와 법적 성질, 사회보장권과 보훈권, 사회보장수급권 실현을 위한 공공사회복지전달체계 운영 사례, 공공사회복지전달체계로서 희망복지지원단의 통합사례관리사업 운영 실태를 분석하였다. 이러한 논의를 바탕으로 사회보장수급권 강화를 위한 공공사회복지전달체계의 개편을 위해 지역주민의 안전한 보호를 위한 지리적인 권역 단위의 개념 도입, 전문성을 갖춘 공공영역 통합사례관리자의 육성, 공공영역과 민간영역의 실질적인 연계ㆍ협력, 지역사회 중심의 통합사례관리 과정의 재정립 등이 필요함을 제언할 수 있었다.

The objective of this thesis is to explore the ways to reorganize the public social welfare delivery system for enhancing social security right of recipience. In line with this, significance of social security right of recipience and legal nature, social security right and veterans right, operating practices public social welfare delivery system for the realization of social security right of recipience, operating analysis about case management of Hope Welfare Supporters as a public social welfare delivery system has been explored. In order for reorganization of public social welfare delivery system to enhance the social security right of recipience, introducing the concept of living community for the safe protection of the local residents, upbringing of case managers with expertise in public sector, cooperation of substantial public and private sectors, redefining the process of community-based case management are determined.
