주요국 초등교사 선발제도 비교 연구

A Comparative Study on Selection Process of the Primary School Teacher in Finland, Germany, France, and Japan

본 글은 우리나라의 선발과 양성을 간단히 논의해보고, 주요국의 초등교사 선발 과정을 통해 우리나라 초등교사 양성에 주는 시사점을 얻는데 목적이 있다. 초등교사의 질적 수준을 보장하기 위한 노력으로 초등교사 선발 과정에 대한 반성적 논의는 다양하게 시도되고 있다. 본 연구 역시 핀란드, 프랑스, 독일, 일본의 초등교사 선발 과정을 검토함으로써 교사 선발의 경향성을 분석하고, 이를 통해 우리 초등교사 선발 과정에 도움이 되는 시사점을 얻고자 한다. 연구 결과, 첫째, 초등교사 선발 과정은 그 단계에 따라 주체가 다르다. 초기 양성 과정에서는 국민 공통교육으로서 국가적 관여가 크지만, 후기 임용 시점에서는 학교의 현장성과 실제성을 감안하여 지역과 단위 학교의 자율성이 커진다. 둘째, 핀란드, 독일, 프랑스가 양성 과정을 강조한 반면, 상대적으로 일본과 우리나라는 선발(시험)에 중요성을 두고 있다. 이것은 초등교육의 전문성과 특수성에 대한 정체적 논의와 관계된다. 셋째, 각국의 선발 방식은 다양하지만, 특히 초등교사의 실제적 역량 강화를 위해 면접, 실연 등의 방법이 강화되고 있다. 결국 앞으로의 초등교사교육은 양성과 선발 과정의 연계성 강화를 통해 초등교육의 중요성을 드러내는데 중점을 두어야 할 것이다.

Primary teacher is high occupational preference than occupational satisfaction. In regards to “quality of education cannot exceed that of teachers”, such problem cannot come true primary education. Hence it require reflective discussion of Primary teacher selection. So this research examine Primary teacher selection process to Finland, Germany, France, Japan. This give us understanding of the tendency of teacher selection and three implication. First, Primary teacher selection change principal agent as each stage. Second, While Finland, Germany, France are emphasis on training, Japan and South of Korea be important to selection(test). Third, though selection mode of each country is various, especially interview and microteaching(demonstration) of primary teacher is being intensified. After all, primary teachers’s education must place emphasis on intention of connection between selection process and training process.
