국제적 관점에서의 테러리즘과 대테러리즘

베스트팔렌 평화조약은 수십 년 동안 지속된 절대군주와 황제가 자신이 속한 교파의 활동을 열렬히 지지한 종교전쟁을 종식시켰다. 주권국가의 개념을 촉진시킴으로써, 베스트팔렌체제는 오늘날 종교로 인한 테러리즘으로 간주될 수 있는 국제협력에 대한 방어를 제공하였다. 또한 베스트팔렌체제는 한 주권국가가 다른 주권국가에게 제기할 수 있는 위협수준에 대한 안보사안을 확고하게 자리매김하였다. 그러나 본고에서는 실용적이고 규범적인 국가중심의 안보사안이 오늘날 국제협력이 필요한 테러 위협을 다루기에는 부족하다는 점을 논하고자 한다. 이는 테러범들이 비국가중심적인 위협을 제기할 뿐만 아니라 테러리즘의 기원 중 상당수는 초국가적이고 하위국가구조적인 현상에서 찾을 수 있기 때문이다. 따라서 본고에서는 첫째, 안보에 대한 이해를 다루는 경쟁적인 패러다임들의 이론적 구조를 제시하고 국제테러리즘 현상을 다룰 경우 이와 같은 전통적인 이해에 기반한 정책의 영향과 한계를 평가한다. 둘째, 국제규범적 거버넌스 규제의 발전과정과 국내정부를 위한 시사점을 살펴보고 테러행위 지원을 잠식할 수 있는 실용적 거버넌스 규제를 다루고자 한다.

The Peace of Westphalia ended decades of religious wars in which monarchs and emperors strove to support the activities of their co-religious against those from different branches of Christendom. By promoting the concept of the sovereign state the Westphalian system provided a bulwark against international support for what would now be seen as sectarian inspired acts of terrorism. It also placed security considerations firmly on the level of the threat posed by one state to another. This paper argues, however, that state-centric security considerations are insufficient to address contemporary terrorist threats. International cooperation is required as a result of both pragmatic and normative considerations. Not only do terrorists themselves pose a non-state-centric threat, but also that many of the origins of terrorism can be found in trans-state and sub-state structural phenomena. The paper first, therefore, provides a theoretical framework of competing paradigmatic understandings of security, and assesses the impact (and limitations) of policy prescription based on these traditional understandings when dealing with the phenomenon of international terrorism. It then looks at the evolution of international normative governance constraints and the implications for national governments, as well as pragmatic governance prescriptions to undermine support for terrorist activities.
