우리는 왜 프로그램을 평가하는가?

Why do we evaluate a program?

최근 우리나라에서도 기관 평가를 비롯하여 각종 교육 프로그램 평가에 대한 관심이 높아지고 있으며 실제 그 평가 결과가 해당 교육 기관이나 프로그램, 나아가 사회에 미치는 영향이 커지고 있다. 하지만 그러한 관심과 영향력에 비해 프로그램 평가가 무엇인지, 왜 프로그램을 평가하여야 하는지 등 프로그램 평가에 대한 본질적이고 이론적 논의는 매우 미미한 실정이다. 이에 본 논문은 우선 프로그램 평가의 발전 과정과 전통적인 목적을 살펴본 후, 최근 부각되고 있는 프로그램 평가의 대안적 목적, 즉, 프로그램의 이해 및 향상, 지식의 발전, 대리적 경험의 제공, 민주적 과정과 사상의 강화를 심층적으로 검토한다. 아울러 프로그램 평가 목적 선정에 영향을 미치는 요인과 평가 목적이 평가 실제에 주는 영향을 분석한다.

Why do we evaluate a program? This article investigates traditional purposes and alternative purposes of program evaluation and some issues surrounding the purposes of program evaluation. According to the history of program evaluation the traditional purposes are decision-making and accountability. But alternative purposes have been recognized in evaluation theory and practice, which are program understanding and improvement, development of knowledge, representation of vicarious experiences, and enhancing democratic processes and ideals. This article deals with these diverse purposes of program evaluation, factors influencing the selection of the purposes, and the effects of the purposes on evaluation practices.
