North Korean Nuclear Threat and South Korea's Counter-measures

본 논문은 두 가지 상황, 즉 첫째는 북한이 핵무기를 전력화하고 둘째로는 미국의 한반도에 대한 핵우산 가동이 완벽하게 작동하지 못하는 상황 하에서 우리 군의 군사적 취약점과 대비 방향에 대해 논의하였다. 북한이 핵무기를 전력화할 경우 우리 군에 심각한 위협이 될 것이며 남북한 간 문사력 균형에 큰 변화를 가져올 것이다. 이러한 위협의 증대에 대해 우리 군이 취할 수 있는 최선의 선택은 북한 핵무기에 대한 조기 무력화가 될 것으로 판단되며 이를 위해 ‘자위권적 선제공격’을 정당화하고 실현시킬 수 있는 전쟁계획 및 수행절차 등 관련체계를 마련해야 한다. 이와 더불어 장거리 탄도미사일 체계를 포함하여 주요 전력체계의 보완이 시급하나, 전력체계의 보완은 막대한 예산과 시간이 소요되므로 선택과 집중에 의해 보다 효과가 높은 방안부터 추진해야 할 것이다. 즉, 공격작전(Attack Operation) 관련 전력의 확보에 주안을 두면서 핵의 운반수단에 대한 합동차원의 요격시스템과 관련된 적극적 방어(Active Attack) 전력의 발전, 피폭시 피해를 최소화할 수 있는 소극적 방어(Passive Defence) 전력 개발도 동시에 추구하는 방향으로 진행되어야 할 것이다.

This paper is discussed on our military preparedness under the assumption of two Situations. First. North Korea will get Nuclear Weapon with the strengthening of war potential and secondly counter nuclear force operation of US military about Korean peninsula will not perfectly operate. North Korea Nuclear Weapon in case do the strengthening of war potential deterrent of our forces and vulnerabilities of wartime strategic center of gravity will be deepened. About enlargement of this Threat. the best selection that our military can take will become banderole Neutralization about North Korea's nuclear. Justifies for this 'when Nuclear Weapon Utility Indication is observed then Preemptive Attack' and need thesis of War and Operation achievement concept that can be fulfilled. Together, repletion of main weapon system is pressing in addition to long distance missile that can embody this. But. repletion of weapons system may have to propel effect from high plan more by selection and concentration because huge budget and times are consumed.
