다문화사회의 범죄요인과 대응전략

A Study on the crime-factor and countermeasure of a multicultural society

우리나라의 경제성장과 노동력 부족현상, 세계화에 따른 입국간소화조치 등은 동남아 저소득 국가를 중심으로 한 외국인들의 대량 입국과 국제결혼을 증가시켰다. 이들은 한국사회의 다문화 현상을 가중시켰으며 이는 다문화사회의 다양한 사회문제 가운데 치안환경의 악화에도 영향을 주며 새로운 사회부작용의 요소가 되는 결과를 초래하고 있다. 이 연구는 법무부의 출입국ㆍ외국인 관리통계연보, 대검찰청의 종합심사분석, 경찰청의 경찰백서 등 각종 자료를 토대로 한국의 다문화사회의 현황과 다문화범죄의 추이를 통하여 다문화범죄 연구의 필요성을 검토하고 이러한 선행연구를 토대로 한국사회에서의 다문화범죄의 요인이 무엇인지에 대해 탐색해보고자 하였다. 이러한 다문화범죄 요인의 해소를 위해서는 다문화사회에 대한 인식의 대전환이 선행적으로 요구되며 경찰활동의 패러다임을 구조적으로 개선하는 거버넌스 체계의 구축과 다문화범죄에 대한 대응역량 강화를 위한 조직 개편을 그 대안으로 제시하고 있다.

As internationalization, globalization and open door policy are intensified so that man, commodity and capital may be freely exchanged and communicated, resident foreigners are rapidly increase in numbers. Lots of workers are moving for a Korean dream from low income countries in Southeast Asia to Korea, which has experienced economic grown, lacked labor and simplified customs entry formalities according to the world' globalization trend. In this situation, criminal policies need be focused on the quickly increasing crimes which are committed by the foreigners staying in Korea. As a result, the correlation between the said problems and foreigner crimes has been identified and foreigner crimes have been classified and analyzed in each item of the statistical materials. Considering the above-said diagnoses and prospects, the following measures are suggested. First, it is found that foreigner crimes and illegal aliens are very closely correlated. Therefore, the most important thing to prevent foreigner crimes is taking countermeasures against illegal aliens before anything else. Second, to reinforce investigations into foreigner crimes, exclusive investigation organizations shall be set up more, professional investigators equipped with investigation and foreign language abilities shall be cultivated, and interpretation systems shall be arranged. Finally, on the international level, the promotion of internationally cooperated investigations is required.
