Korea health manpower, especially nurse, has been looking forward to moving abroad to find better working condition individually or through agency. The nurses who want to move abroad are to aim to go to English-speaking countries such as USA, Canada, Australia, etc. However, with several reasons some people chose the United Arab Emirates(UAE) to move in 2008. Since then still dozens of nurse transfer to UAE through an agency every year. Nuclear power contract between Korea and UAE have improved relation of two countries in various aspects. It brought several kinds of Memorandum of Understanding (MOU) in many area. And in 2011, UAE signed a MOU with the Ministry of Health and Welfare of Korea to strengthen bilateral cooperation in the field of healthcare. Even in cooperative atmosphere between nations, the actual number of nurse exchange is decreasing. Through a survey, it is figured out that the main reason of slowdown in health manpower exchange is perception. Negative change of perception and share of negative perception is more influential on deciding working in the UAE than bilateral cooperation. This study is about the reason of slowdown in the Korea-UAE health manpower exchange. To explain the point, the study analyzes current problems that Korean nurses in the UAE have. As methods of study, documentary research and email surveys was used.
