Income Inequality Indexes and Housing Inequality Indexes for Social Welfare - Focus on a Housing Wealth Inequality System of UK -

1. CONTENTS (1) RESEARCH OBJECTIVES The purpose of this study is to develop a new system of housing inequality indexes through in vestigating weakens of income inequality indexes and housing inequality indexes. (2) RESEARCH METHOD This study use comparison analysis between key developed countries and Korea. Also, the study introduce the system of housing wealth inequality of department for Communities and Local Government of UK for finding a direction of monitor system of a new housing inequality indexes. (3) RESEARCH FINDINGS In the results of this paper, the most important thing is that two broad approaches to measuring inequality are considered below. First, non-spatial methods based on all house transactions in Korea.These indicators will tell us whether house prices overall have become more or less unequal, but will not the spatial patterns in the change in inequality. the other is spatial inequality growth measures. these indicators will tell us whether house prices each area have gap between high price area and low price area. 2. RESULTS This study propose four directions to develop a new housing inequality index system. 1) It is based on income and spatial showing affordable housing stocks using the slope coefficients obtained from a regression of average house price change such as IGM1 and IGM2. 2) It is based on inflation multiples, defined simply as the ratio of price growth between in high house price area such as IGM3 and IGM4. 3) It is included apolarization indicator come from Gini coefficient and Atkinson index. 4) It is based on capital gain each area such as IGM7 and IGM8.
