평생교육과 복지측면에서의 평생학습계좌제 조명

The exploratory view on the Korean lifelong learning account system from the perspective of lifelong education and welfare: Focused on controversial government funding for enhancing lifelong learning activities

이 연구는 평생교육과 복지 간의 개념적 관계 탐색을 토대로 평생학습계좌제의 학습비 지원 주장을 타당성과 현실가능성 측면에서 타진해 보는데 목적을 둔다. 이를 달성하기 위하여 평생교육(학습)과 복지와의 관계를 다룬 선행연구, 정책 자료, 국내·외 유사 정책프로그램 자료 등을 수집하여 분석한 결과 다음과 같은 결론을 도출하였다. 첫째, 첫째, 평생교육은 인간다운 삶의 조건, 즉 복지를 달성하기 위한 수단이 아니라 평생교육 자체가 인간다운 삶의 조건이자 권리이다. 둘째, 평생학습계좌제가 국민의 학습권 보장을 위한 사회적 안전망으로서 기능할 수 있도록 법적 개선이 뒷받침되어야 할 것이다. 셋째, 평생학습계좌제의 학습비 지원이 실현되기 위해서는 중복 회피 전략, 정책고객 기반 정책개발 등 전략적으로 접근해야 할 것이다.

This study aims to review possible justification and realistic possibility for the government funding in order to enhance lifelong learning activities in the Korean lifelong learning account system by contemplating the relation between lifelong education and welfare. To accomplish this purpose, literatures on the relation between lifelong education and welfare, domestic and foreign policy documents, and statistical data were reviewed. The study results showed that lifelong education is not the means to accomplish welfare but the human right as a goal of welfare which should pursue. Secondly, the legal definition of The Korean lifelong learning account system in the Lifelong Education Act should be amended to guarantee the learning right. Lastly, strategic approaches are needed to realize the government funding for enhancing lifelong learning activities such as an avoid duplication strategy, policy customer centered justification, and so forth.
