국내 NIE 현황 조사 연구

Current Status of Newspaper in Education (NIE) in Korea : Focus on Offices of Education

본 연구의 목적은 기관 수준의 NIE 현황 및 실태를 파악함으로써 향후 보다 효과적인 NIE(Newspaper In Education) 및 교육 지원에 대한 기초 자료를 마련하는 데 있다. 특히 이 연구는 2012년 당시 전국을 단위로 하여, 교육행정 및 관리 기관으로서의 교육청(시도교육청 및 지역교육지원청)을 대상으로 이루어졌으며, 투입-과정-결과변인으로 구성된 성과지표(performance indicator)에 기반하여 이루어진 설문조사를 통하여 보다 포괄적이고 거시적으로 단위학교 지원 및 행정적 측면에서의 NIE 현황을 살펴보고자 하였다. 조사 결과, 교육청과 관련해서는 대부분의 교육청에서 NIE 관련 업무를 실시하고 있었으나 NIE에 대한 구체적인 내용과 업무 지원, 그리고 업무의 효과적인 할당에 있어서는 미흡한 부분이 아직 많은 것으로 나타났다. 특히, 교육청 내의 과중한 업무는 NIE와 관련된 지원 업무를 저해하는 주요한 요인으로 작용하고 있었고, 이외에도 예산, 교육의 질 관리 문제 등 NIE의 실제 운영과 행정적 지원에 대한 많은 문제점들이 드러났다. 그 밖에도, 이 연구를 통하여 성과지표에 따라 NIE와 관련된 다수의 개선점들이 드러났으며 이는 향후 더 많은 연구와 교육적 지원을 통하여 보완되어 나아가길 기대한다.

The purpose of this study was to investigate the current status of Newspaper in Education (NIE) in order to better facilitate the delivery and support of NIE in Korea. In particular, the study sought to examine the actual NIE practice carried out by the regional offices of education(Metropolitan and Provincial Offices of Education and Local Offices of Education) across Korea. Findings of the study revealed that most offices of education were carrying out NIE-related work, but specific contents of NIE and support services were less than satisfactory. Along with many other problems with the administrative support of NIE, the excessive workload at the offices proved to be a major hindrance to NIE support services. Other areas for improvement were revealed through the study and directions for future research and educational support were discussed.
