해목의 분류에 관한 연구

A Study on Classification of Marine Category

최근 해양수산부의 부활과 함께 해양에 대한 중요성이 더욱 높아지고 있는 가운데, 학계에서는 해양지적에 대한 다양한 연구가 진행되고 있으며 정부차원에서도 관심을 보이기 시작하였다. 따라서 본 연구는 해양용도, 즉 해목의 분류 기준 설정과 우리나라 해양이용현황을 검토하여 효율적인 해양관리를 위해 적용할 수 있는 해목을 도출하는데 목적을 두고 있다. 이러한 연구목적을 달성하기 위하여 연구범위는 해양과 인접하고 지적공부에 등록되지 않은 육지로부터 국제법상 대한민국의 주권이 미치는 12해리까지 해양의 주된 이용으로 한정하고, 해목의 분류기준은 지목의 개념을 토대로 해양의 특수성을 고려하여 도출하였다. 조사방법은 실제 실태조사 및 문헌조사를 통한 1·2차 자료를 수집하였고, 접근방법은 기술적 접근방법과 체제론적 접근방법을 병용하여 적용하였다. 연구결과 도출은 다음과 같은 관점에서 세부적인 내용을 도출하였다. 첫째, 해목에 대한 개념적 접근은 해목의 정의, 해목의 설정원칙 및 분류, 선행연구 및 접근 틀 설계 차원에서 검토하였다. 둘째, 우리나라 해양의 주된 이용 현황은 해양환경보존, 해양 문화·관광, 수산·지하자원, 과학·항만, 지형·관할권 등으로 구분하여 검토하였다. 셋째, 우리나라 해양환경에 부합하는 해목의 도출은 검토된 우리나라 해양의 주된 이용 현황의 결과를 토대로 도출하였다.

Recently, the importance of marine has been growing along with revival of Ministry of Ocean and Fisheries, performing various research about marine cadastre in the academic world and beginning to show interests about marine cadastre in the government. For this reason, the purpose of this study is to draw marine category in order to manage marine use effectively, after reviewing the classification standard of marine category and the present condition of domestic marine use. To achieve the research objective the research range was limited to the marine main use from land that don’t register cadastral records to 12 nautical miles where Korea can exert sovereignty according to international law. In addition, the classification standard of marine category was suggested based on the concept of land category and characteristics of marine. Survey was carried on through collecting the first and secondary research data by both research on the actual condition and literature review, and descriptive and systematic approaches were applied concurrently. Conclusion of the study is as follow: First, conceptional approach of marine category was reviewed in terms of definition of marine category, principle of establishing marine category, classification of marine category, advanced research and framework. Second, the marine main use in Korea was conducted as marine environment preservation, marine culture and tourism, fishery and underground resources, science and port, and topography and jurisdiction. Third, the deduction of marine category was referred based on the result of the marine main use of in Korea which was reviewed.
