중국 고등교육재정의 지역간 형평성 추이

Regional Equity Trends of Higher Education Finance in China

이 연구에서는 중국 고등교육재정의 지역간 형평성을 수평적 형평성과 재정적 중립성을 중심으로 분석하였다. 1997~2009년 통계자료를 활용하여 분석한 결과, 중국의 고등교육재정은 지역간에 상당히 불평등한 것으로 나타났다. 수평적 형평성의 경우, 학생당 지출총액과 경상비, 시설비, 일반지원금에는 약간의 불평등이 존재 하였으나, 전문항목지원금은 지역간 불평등이 심하였고, 하위 50% 지역간 불평등도 매우 심하게 나타났다. 재정적 중립성의 경우, 지역주민당 재정수입과 학생당 교육비의 각 항목은 정적 상관관계를 보였고, 경제가 발달한 지역의 학생당 교육비가 높았다. 지역의 경제적인 차이로 인해 학생당 교육비가 영향을 받는 것으로 볼 수 있다. 분석결과를 바탕으로 중국 고등교육재정의 지역간 형평성 제고방안에 관해서도 논의하였다.

This research analyzed China’s higher education financial regional disparities focusing on horizontal equity and fiscal neutrality. Statistical analysis of the data from 1997 to 2009 shows inequity in China’s regional higher education finance. Inequity is highly noticed when we based our analysis on the record of each student’s total spending, facility fee and general financial support. Students in economically developed areas generally get more education funding than those from other regions. We can therefore say that the economic status of a region affects educational funding. And so, we proposed financial measures to improve the educational funding system regardless of the region’s economic stability.
