일본 학교경영의 변천과 자율적 학교경영의 실천

A Study on the Historical Development of School Management and Implement of Autonomy in Japan

본 연구는 일본의 학교경영의 변천과정을 살피고 분권화 속에서의 자율적 학교경영의 전개내용을 분석하는 것을 목적으로 하였다. 전후 일본의 학교 개혁은 미국의 주도 하에서 이루어진 민주화로, 교육행정에서 경영의 원리나 조직에 대한 중요성을 인식하기 시작하였다. 이어진 개혁은 근대화론에 따른 교육행정의 합리화 및 관리통제의 강화로, 문부성를 중심으로 하는 집권적 교육행정 체제를 정비하였다. 1980년대 후반부터 본격화 된 지방 분권 개혁은 교육에도 영향을 주게 되었고, 학교에 대한 교육위원회의 권한 위임, 보호자 및 지역주민의 학교경영 참여를 보장하는 개혁이 점차 이루어졌다. 지난 10여 년간 일본의 지방자치 교육행정의 주요성과로 교육과정 기준의 대강화 및 탄력화, 학급편제기준의 탄력적 운용, 학교 재량권의 확대 등을 들 수 있다. 일본 학교경영의 자율성은 교사의 참여와 자율에 중심을 둔 것이 아니라 주민에 의한 자치를 다룬 교육 자치론이라는 점에 있다. 교육 자치론은 학교 자치와 주민 자치의 종합적인 융합을 목표로 교육과 교육행정의 민주적 일관성을 이뤄야 하는 과제를 안고 있다.

The purpose of this article were to explore the history about school management and to analysis the characteristics of the autonomy-oriented school management in Japan. The history of Japanese educational administration policy can be divided into three periods-democracy movement(after the Second World War), modernization of school management (centralization of power), implement of autonomy (decentralization). The main stream of educational policy is autonomy in school management. The representative slogans are decentralization of power and autonomy of school management. The new fundamental law of local educational adminstration emphasized the empowerment to local government and board of education. It is necessary for us to establish the standard of empowerment and role about school management. The autonomy of school management is not just participation of teacher as expert to school decision-making. It means the core of autonomy of school management is participation of parents and local community to make a school education. Lastly, when we reform the educational administration and the system of school management, we should recognize that the final purpose of any reform is to promote educational autonomy and local community’s educational rights.
