서구의 다문화교육과 아동의 정체성 문제

Multicultural Education in the West and Identity Problems of Children and Youth

본 글은 우선 서구사회에서 다문화주의와 다문화교육이 역사적으로 어떻게 진화해 왔는가를 주요 국가들을 중심으로 비판적으로 간략히 고찰해 본다. 또한 이러한 역사적 배경 하에 다문화사회로 진전하고 있는 한국의 교육시스템 내에서 다인종적 배경을 가진 아동들이 경험하는 정체성문제를 논의한다. 서구의 다문화교육전통은 그 사회가 이민사회인지 아니면 전통적인 민족국가에서 외국인을 받아들인 사회인지에 따라 다양한 이질적인 진화과정을 보여 준다. 이러한 국가 간의 상이한 다문화주의와 다문화교육정책의 전개과정은 그 사회를 구성하는 개인의 시민의식과 문화적 정체성의 발달에도 영향을 미친다. 다문화교육은 다문화가정의 구성원들에게 절실히 필요한 교육적 서비스를 제공하고 이들을 우리 사회에 적응시키는 한편 이들을 당당한 한국사회의 구성원으로 인정하고 존중하는 의식적 기반을 형성하는데 직접적인 영향을 줄 수 있다는 점에서 여러 다문화정책 가운데서도 핵심적인 위치에 있다고 할 수 있다. 일반학생들과 다인종적 배경을 가진 학생들을 다문화 사회에서 책임있게 행동하고 의사소통할 수 있는 방식으로 교육하는 것은 필수적이다. 이것은 다문화적 사회에서 그 구성원들에게 다문화적 정체성의 발달을 증진시켜 주는 것을 의미한다.

This research investigates how the multiculturalism and education policies of the West have been evolving and discusses what they imply and suggest for the Korean society which is rapidly changing into a multicultural society. In this endeavor, the present author reviews the multicultural histories and major differences of immigration-based countries and nation-based ones. The next discussion will be given to the multicultural identity issues which the multiethnic children and youth might experience in the dominantly homogeneous school environments in the ethnic makeup. The critical overview of the Western multicultural education policy evolution and the multicultural identity issues will shed light on how the Korean education system should successfully integrate the increasing multiethnic children and youth in the Korean school environments.
