다문화 한국 사회를 위한 이중 언어 교육

A Study on the Method of Bilingual Education for the Multicultural Society

이 글에서는 21세기 들어 한국 사회가 다문화 사회로 변화하면서 일어나는 의사소통의 문제, 특히 이중 언어 교육 문제를 살펴보고, 다문화 사회로 가기 위한 이중 언어 교육 방향과 방법을 논의하였다. 한국 사회 소통 환경의 변화와 이중 언어 교육의 개념과 역사, 목적과 방법 등을 다루고, 한국 다문화 가정의 이중 언어 교육의 방법을 모색하였다. 전통적으로 단일 민족과 문화를 자랑하고 지향하던 한국사회가 21세기 들어 빠르게 다문화 사회로 이행하면서 앞으로는 더 이상 단일 민족으로서 국어 교육만을 고집하기 어렵게 되었다. 현재 교육환경에서 소수자로서 다문화 가정 자녀들을 위한 이중 언어 교육의 필요성을 강조하였다. 그것은 다문화 가정 자녀만을 위한 것이 아니라 한국 사회 구성원 전체를 위한 사회 통합과 국제 경쟁력을 위해서 전체 학생을 대상으로 이중 언어 교육이 이루어져야 함을 강조했다. 이중 언어 교육은 언어뿐만 아니라 역사와 문화, 가치관 등 다양한 교육내용이 함께 다루어지 는 총체적 교육이 이루어져야 함을 주장했다. 그리고 교사 연수와 학부모 연수가 필요함을 논하고, 자격을 갖춘 다문화 가정 학부모를 다문화 교육 교사로 양성하여 활용할 것을 제안하였다. 다가올 다문화 사회의 여러 과제들을 해결하기 위해 정부 각 부처와 다양한 학문 영역에 속하는 사람들이 다문화 교육을 위해 협의하고, 구체적 다문화 교육 실행 계획을 세우고 실천하는 것이 필요함을 강조하고, 먼저 다문화 사회로 이행한 국가들이 걸어간 이중 언어 교육, 다문화 교육의 실행 과정과 성과를 점검하면서 미래 한국사회가 바람직한 다문화 사회, 다양한 구성원들이 상생의 시너지를 내는 사회를 형성하도록 노력할 것을 제안하였다.

Traditionally Korean society has been generally regarded as a monolingual, mono-cultural society. However, according to a few recent surveys, Korean society is rapidly changing into multi-cultural society. In this paper, it is argued that bilingual education programme should be carried out throughout every school level for all the members of the next generation as well as the minor students from multi-cultural family. For this contention, I have explained the concept, history, purpose, and methods of bilingual education. And I have suggested the methods of bilingual education for the students from multi-cultural family. First, it must be started on the basis of the requests of the students from multi-cultural family. Secondly, the contents of bilingual education for minor students should be expanded from Korean language education to the comprehensive area needed to achieve educational purpose as same as the major students. Thirdly, for the effect positive results, all the other students except the students from multi-cultural family should be taken to the bilingual education programme. It would be helpful to integrate the various people in the mut-icultural future society of Korea. Finally, I have suggested to have the teachers and the parents study and take training for the multilingual education programme. For fre hopeful progress into rrulti-culttrral society integrated with every members of multi-cultural society, the authorities concerned with multi-cultural education have to thrive every effcrts to set up nation-wide plan referring to the examples of the otrer multi-cultural societies.
